This is a transcript of two oral history interviews with Albert P. Toner. In the first interview Toner discussed his personal background; his graduate work at the University of Iowa; World War II; his first position with the General Services Administration; the Office of the Coordinator of Information and its succession by the Office of Strategic Services; the America First Committee; William J. Donovan; and the effect of the attack on Pearl Harbor on the Office of Strategic Services. In the second interview Toner discussed his military service; his duties with the central secretariat at the Department of State; John Foster Dulles and Dean Acheson; McCarthyism; the Marshall Plan; his assignment with the State Working Group; various personalities in the State Department; the Psychological Strategy Board and Operations Coordinating Board; Harold Stassen; his interview by Andrew Goodpaster and Sherman Adams; Phillip Areeda and Lucille Catlett; the process, daily routine and guidance for preparing Office of the Staff Secretary staff notes; dealing with the White House staff; congressional reporting; weekly staff meetings; Bryce Harlow; Clarence Randall; and his subsequent positions in government service.

Phillip Elias Areeda (January 28, 1930 – December 24, 1995) was born in Detroit, Michigan. He was of Lebanese ancestry. Areeda was an authority in antitrust law, and was often called upon to lend his expertise to academics and judiciaries. He was admitted to the Michigan Bar in 1954 after graduating from Harvard University. After law school, Areeda served in the U.S. Air Force for two years.
